Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service located in Seattle, WA on a sole source basis with Dr. Jane Anderson of Auckland Uniservices Limited in accordance with the authority of 41 U.S.C. 253 ( c) (1) one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Purpose of proposed contract is for services to develop regional guidance on experimental design and experimental analysis of restoration actions, including the application of modern statistical techniques to current management actions to improve recovery planning. The motivating component of this work is providing an informational guidance resource for the design, execution and assessment of habitat restoration effectiveness monitoring. The work described is to synthesize available information and identify tactics to build on existing activities to improve inferential power. Specific tasks include: 1.Develop a practical key to identify what analytical designs are available given the existing and planned restoration actions. For each potential design identified in 1. define the analytical protocol that is most appropriate for demonstrating and expressing project effectiveness. This task will be largely a synthesis of available information from published sources.3. For each potential design identified in1, define the analytical protocol that is most appropriate for the data types used in current monitoring activities. In many cases available analytical techniques (identified in 1) will be based on assumptions of error structures in the data that are violated by the data in common use. Examples include categorical data that deviate from normal distributions. For each potential design identified in 1. identify the most economical tactic for improving inferential power. In some cases the inference can be improved with increased replication, while in others the inference can be improved more economically by monitoring for a longer duration. The consequences of these adaptive design changes will be identified. Dr. Jane Anderson has a publication track record that has focused on the application of mathematical statistics to the problem of human disturbance ecology and impact assessment which is a critical criteria for satisfying the technical specifications of this project. She is the author of PERMANOVA, a commercialized statistical software product that is unique in addressing data that fails to meet 6the assumptions of commonly used statistical method. The government intends to negotiate a firm fixed price contract with anticipated period of performance of sixteen (16) months from date of award. This notice of intent is not a request for competitive quote. However, all price quotes received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
