- This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service located in Portland, OR on a sole source basis with Confederate Tribes of Warm Springs Reservation of Oregon (CTWSRO)in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under proposed contract, Confederate Tribes of Warm Springs will provide support services to satisfy the overall operational objectives National Marine Fisheries Service Northwest Region (NMFS/NWR) The primary objective is to provide services through development of a series of products providing technical information and analyses to assist NMFS/NWR in the development and implementation of the Hatchery Scientific Reform Group Products and Recovery Plans. The CTWSRO has a unique government-to-government relationship with federal agencies, the Tribe is a co-manager with NMFS/NWR of the salmon and steelhead that are subject to NMFS/NWR recovery plans and policies for listed species, concerning information and analyses regarding species management within Indian lands and Usual and Accustomed (U&A) fishing areas in which CTCR has an interest. The government intends to negotiate a firm fixed price contract anticipated period of performance of 12 months from date of award plus two option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
