- The National Cancer Institute, Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services regarding special methylation studies on Environmental and Genetic Lung cancer Etiology, (EAGLE) biospecimens from lung cancer cases (blood and tissue) and controls (blood only) with The Universita Degli Studi Di Milano, Milan, Italy. The supplies and services herein are being procured in accordance with FAR Part 12 with the authority to use simplified acquisition procedures as authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. EAGLE (Environmental and Genetic Lung cancer Etiology) is a large population-based case-control study including over 2,000 incident lung cancer cases and over 2,000 age-, sex-, and residence-matched healthy controls. The study setting involves five cities and 216 surrounding municipalities in the Lombardy region of Italy, encompassing over 1.3 million people in the selected age range of 35-79 years. Few studies have the wealth of data and information of the EAGLE study in order to investigate the exposure, genetic and clinical correlates of methylated gene findings. The relationship of these changes in tissue and blood to exposure profile, histology, outcome and clinical characteristics and other molecular studies is a key focus of our effort. The laboratory at the University of Milan, Fondazione IRCCS Osdedale Maggiore Policlinico in Milan Italy has conducted aberrant DNA methylation and epigenetic gene expression studies on peripheral blood using bisulfite-PCR pyrosequencing and allele specific pyrosequencing for specific genes. The laboratory has conducted these studies on over 200 subjects similar to the target population to be of EAGLE, i.e. healthy individuals including tobacco smokers, selected from the same region (based on environmental exposures, age, gender, etc.) The laboratory is uniquely qualified to perform studies involving characterization of cancer genes from both blood and tissue. Studies cannot be conducted in different laboratories since this would make a tissue/blood comparison impossible and the variation introduced by the different laboratories would be hard to quantitate. The EAGLE samples are precious and irreplaceable. The molecular tissue assays required for this study derive from the Lombardy region of Italy in the region where the proposed study laboratory is located. The laboratory investigators understand the unique nature of this resource since they spent much of the last 5 years organizing the collection of this unique specimen collection. This notice is not a request for competitive quotation. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on August 13, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
