Description
The Transportation Security Administration (TSA) seeks to identify sources capable of laser-etching a 1D barcode onto Personal Identity Verification (PIV) cards that are compliant with the FIPS 201 standard. The barcode will be used for inventory tracking purposes. The FIPS 201 standard specifies layout of printing and topology on the card, and can be viewed at http://csrc.nist.gov/publications/fips/fips201-1/FIPS-201-1-chng1.pdf The Inventory Tracking Bar Code is a 1D Code 3 of 9 Bar Code which is encoded with the Inventory Tracking Number. The Bar Code shall be laser engraved and shall be located at approximately 2mm from the left edge of the card and 83mm from the top edge of the card. The Inventory Tracking Barcode shall contain all fourteen characters described below. The Inventory Tracking Number will be characters 7-14 (the eight-digit sequential serial number): Character number Description 1 The number 7 2 The upper case letter C 3-4 The month of card manufacture (01-12) 5-6 The last two digits of the year of card manufacture 7-14 The sequential serial number of the card, beginning with 00000001 The cards shall be engraved in sequential order, with no gaps in the Inventory Tracking Numbers. Sources capable of performing this service should provide a capability statement of no more than 5 pages. This capability statement should include business size, NAICS code, location, production capacity (current and excess), yield and scrap rate for the laser engraving process to be used, and estimated cost per card. Capability statements should be submitted to Michelle Schmidt, Contract Specialist, at michelle.schmidt@dhs.gov. Capability statements must be received no later than Tuesday, August 7, 2007 at 2:00 p.m. EDT in order to be considered timely.
