Description
The purpose of this modified announcement is to announce that due to communication difficulties between MARAD's automated contract writing system and FBO, the following Presolicitation (Posted on 06/21/2007) and Solicitation Issuance (Issued on 07/25/2007)Notices were not posted to FBO timely. The Presolicitation Notice announced that MARAD proposed to procure, by sealed bidding procedures, exclusive long-term safe layberthing for two (2) Fast Sealift Ship (FSS) class vessels (USNS CAPELLA (PENNSHIP) and USNS ANTARES (AVONDALE) on the U.S. East Coast from Portland, Me south to the tip of Florida, inclusive of navigable waterways that can support the safe berthing and navigation of the size vessel identified. For potential sources located on inland waterways the distance to open waters must not exceed 150 miles. The period of performance is one base year with four one-year options. It is contemplated that the invitation for bid (IFB) will permit an alternative bid with a period of performance consisting of one base year period followed by nine one-year options. All responsible sources may submit a bid that will be considered by MARAD. ATTENTION: Minority, women-owned, and disadvantaged business enterprises (DBEs). The Department of Transportation (DOT), short-term lending program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
