Description
RESEARCH AND DEVELOPMENT SOURCES SOUGHT SYNOPSIS. FOR: Battlefield Air Operations Kit - Battlefield Air Targeting Man-Aided Knowledge (BAO/BATMAN) Advanced Technology Demonstration for a future contract under BAA-07-07-HE. The Air Force Research Laboratory (AFRL/HECB), Human Effectiveness Directorate, Warfighter Interface Division, Battlespace Acoustics Branch seeks potential sources for a forty-eight (48) month, $3.5M program to address highly unique and innovative Research and Development (R&D) concept areas in the BATMAN ATD. Proposed work should address each of these concept areas: Head-Mounted Displays; Tactical Communication; Wearable Computing; Wireless Systems (Data & Power); Cable Management; BAO Human Machine Interface; Speech Recognition and Physiological Monitor. Base support will be provided in the form of access to laboratories in Building 441 at Wright-Patterson Air Force Base. Foreign firms will be excluded from participation in this effort at the prime contractor level. The requirement of a security clearance is not anticipated for this effort. BATMAN is an Advanced Technology Demonstration (ATD). It is part of the Battlefield Airman Operation (BAO) Kit tasked with streamlining Information Management and enhancing ergonomics for the BAO Kit. The objectives of the BATMAN ATD are to streamline the number of displays the Combat Controller needs to have to clandestinely navigate, sense, map, reconnoiter, and target behind enemy lines. Heavy emphasis is placed on providing ergonomic feedback into the development of BAO equipment and will utilize Human Systems Integration (HIS) concepts to create software and hardware applications. The main goals are to achieve enhanced information management and ergonomic design. Secondarily, the program seeks to reduce weight, reduce errors and increase speed. This effort will involve the following: 1. The Head-Mounted Displays research area conducts research and develops technologies that demonstrate optimum visual information transfer to the warfighter, to promote battle space awareness and combat effectiveness. 2. Tactical Communication research area conducts research and develops technologies that demonstrate the optimum audio information transfer to the warfighter, to promote battle space awareness and combat effectiveness. 3. Wearable Computing research area conducts research and develops technologies and procedures that demonstrate and evaluate the optimum integration of crew system control and display technologies. 4. Wireless Systems research area conducts research and develops technologies to optimize operator performance over a man-worn system, to reduce weight and cabling. 5. Cable Management research area conducts research and develops technologies that demonstrate optimum interface technology that revolutionizes human-machine collaboration in a man-worn system. 6. BAO Human Machine Interface research area conducts research and develops technologies and procedures that demonstrate and evaluate revolutionary interface and load bearing systems to optimize the performance and safety of Combat Control personnel. 7. Speech Recognition research area conducts research and develops technologies and procedures that demonstrate and evaluate optimum interface technology that revolutionizes human-human and human-machine collaboration in a network-centric warfare environment. 8. Physiological Monitor research area conducts research and develops technologies, models and simulations to optimize operator performance across the battle space. 9. Software Controls research area conducts research and develops technologies and procedures that demonstrate and evaluate optimum software interface technology that revolutionizes human-machine collaboration. The North American Industry Classification Systems (NAICS) Code is 541710. The small business size standard is 500 employees. The purpose of this synopsis is to provide the Air Force technical team with the ability to determine capabilities of potential respondents. The Air Force is contemplating a small business set aside based on the responses received. If this acquisition is set aside for small business, the resulting contract will contain the clause FAR 52.219-14 Limitations on Subcontracting which requires (for services) that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Responses to this synopsis shall include a demonstration of the offeror's ability to perform at least 50 percent of the effort. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www.fedbizopps.gov/. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration, lack of registration in the Central Contractor Registration (CCR) will make an Offeror ineligible for contract award. This Sources Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The government requests interested parties submit a brief description of their company's business size, business status (i.e., small business, disadvantaged, HUBzone, woman-owned, etc.), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company's web page, if applicable). Responses may be submitted in writing (only the original is necessary) or electronically and are limited to 20 pages. Each response should reference Research and Development Sources Sought Synopsis #BAA-07-07-HE.
