Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. This is a revision of the previous sources sought posted 05 Jun 2007 for #W81MR7-7113-0001. The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of The Army Office of the Chief of Public Affairs, intends to procure Strategic Communication Services. Under this requirement, a contractor will be require d to provide Strategic Communication support for the Army. The contractor will be required to provide Communication Research, Planning, Execution, Evaluation and Assessment. The primary duties include developing Army Strategic Communication plans and a ssisting with execution through defined established mechanisms. The challenges that the Army faces with Communication is the major responsibility to keep numerous internal and external audiences informed and aware of the challenges facing the Army, as wel l as the Armys transformation efforts for today and leading into the next century. The Information Age and explosion of information products and venues will require flexibility and responsiveness in communication planning and product development. Army C ommunication strategies, will require review and evaluation of current strategies, processes and review of product and the ability to prepare recommendations to increase Army Communication strategies, processes and review procedures. The five core areas o f Army Communication include: a. Communication Research b. Communication Planning c. Communication Execution d. Communication Evaluation and Assessment e. Communication Products Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541611 with a size standard of $6,500,000 are encouraged to submit their capability packages ou tlining their experience. Request corporate information, specify the company name and address, corporate contact points, CAGE code and attach a copy of your current CCR data.? Also, advise the Government of pending changes in small business status. The capability statement is not to exceed 30 pages. Respondents must answer and respond to the following questions or statements in their capability statements. 1. If this requirement were to be considered for issuance as a total small business set-aside, FAR 52.219-14(b) (1), Limitations of Subcontracting Services, requires that at least 50 percent of the cost of contract performance incurred for personnel s hall be expended for employees of the concern. The estimated cost of this requirement is between $50 million to $80 million. Please describe how your company would comply with this requirement. 2. Has your firm ever managed a similar contract of this size and scope? 3. Please provide past performance information to include contract number, total dollar value and POC. 4. What financial resources do you currently have to support a contract of this magnitude? 5. If you plan on teaming with another firm will your firm be capable of supporting 50% of the requirement? If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 06 AUG 2007 @ 2:00 PM, EST, the requirement will be solicited a s a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requ irement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. Respondents will not be notifie d of the results. An Indefinite Delivery Indefinite Quantity (IDIQ) Hybrid type contract is anticipated with firm fixed priced (FFP), time and material (T&M) and Cost CLINS. The period of performance will be a 12 month base period with four option years. The place of perf ormance will be in the National Capital Region (NCR). Contractor personnel will require a current secret clearance or must be eligible to acquire a secret clearance. This is a re-compete of W74V8H-05-C-0040 where the incumbent is SYCOLEMAN Corporation. All data received in response to this Sources Sought that is marked, as corporate proprietary will be fully protected from release outside the Government.??Please do not submit classified material.?
