Description
The U. S. Army Corps of Engineers, St. Louis District, is seeking Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) for Ecological Services. The work consists of performing ecological and biological services and associated activities. Location of the work to be performed shall be within the geographic limits of the Mississippi System and its floodplains and major tributaries within the geographic limits of the Mississippi Valley Division, U.S. Army Corps of Engin eers. This is an Indefinite Delivery-Indefinite Quantity contract with a performance period of a Base Year with Four (4) Option Years. There will be no public bid opening. The basis for award will be Best Value process. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. The NAICS code for this work is 541330. This acquisition is being considered as a 100 percent set-aside for Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 10 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MI. If two or more responses are not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as Unrestricted IAW FAR 19.10 Small Business Competitiveness Demonstration Program. Notice of U nrestricted will be provided in the posted RFP. Postal service or fax copies are required. Electronic copies are not permitted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expect ed to be issued on or about August 20, 2007. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at www.fedbizopps.gov./. The solicitation package will be pos ted on FedBizOpps, which can be accessed at www.fedbizopps.gov./. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading th eir own copy of the solicitation package.
