- Under the authority of Federal Acquisition Regulation (FAR) Part 6.302-3, Industrial mobilization; engineering, developmental, or research capability; or expert services, Section 4202 of the Clinger-Cohen Act of 1996 procedures, the U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Special Operations Command - Soldier System Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis with Wilcox Industries, 25 Piscata qua Dr., Portsmouth, NH 03801. This effort is for testing and evaluation of a Vertical Ascent Free Solo Climb System. These items are intended for Test and Evaluation only.
