Description
The United States Army Communications Electronics Life Cycle Management Command (C-E LCMC) intends to solicit and award a Five (5) Year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) and Time and Materials (T&M) type contract w ith five (5) one (1) year options with a ceiling of $3.5 Billion. The purpose of this acquisition is to procure the Vehicular Intercommunication System Expanded (VIS-X), First Article Testing (FAT), Production Verification Testing (PVT), systems engineeri ng, training, fielding, maintenance, supply support, program support and data requirements. The current tactical VIS is the AN/VIC-3(V). This VIC-3 system has been in the Governments inventory since 1992. Project Manager, Defense Communications and Army Transmission Systems (PM, DCATS) plans to acquire the next generation Vehicle Intercommunication System (VIS) capability, currently designated as the VIS-X, for all users of the Department of Defense and other United States Government Agencies that requir e a ruggedized, state-of-the-art tactical VIS. This Best Value acquisition will focus on Technical, Price, Past Performance Risk and Small Business Participation. The technical aspect is divided amongst Four (4) Subfactors: System Design, Supportability, Production Readiness and Vehicle Implementation . All Offerors will be required to perform an equipment demonstration as part of the source selection process. The equipment demonstration will be considered as part of the Technical Factor. A DRAFT Specification, Statement of Work (SOW), and Section L & M of the RFP were posted on the IBOP on 5 May 2007 for comments. There were One-on-One meetings with potential Offerors during the weeks of 4  15 June 2007 which allowed potential Offerors t o provide comments and feedback to the Drafts posted. A second Draft of the RFP and related documents will be posted by 10 August 2007 for comments under Solicitation number W15P7T-07-R-L018 on the Army Business Opportunities Page (IBOP), https://abop.monmouth.army.mil/. Anticipated release of final Request for Proposal (RFP) is NLT end of FY07, 30 Sep 2007. Award will be based on best value in accordance with Section L and M of the RFP.
