- The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Notice to determine the availability of scientific firms to provide needed enhancements to its existing Local Readout Ground Station (LRGS) and Device Conversion an d Delivery System (DECODES), suites of software that were developed by Ilex Engineering under contract to the Federal Government to retrieve DCP data from a variety of sources and take data from a variety of recording devices and convert it into standard e ngineering units for entry into the Corps Water Management System (CWMS) database, respectively. The specific enhancements are outlined below and should be written as modifications to existing LRGS/DECODES codebase, currently version 4.0 of DCS Toolkit, s o to incorporate compatibility with CWMS. CWMS was developed by the Corps Hydrologic Engineering Center (HEC) in Davis, CA. and is a proprietary piece of software that is essential to the Corps water management infrastructure. Firms will need prior approv al from HEC to view their code and insure that the enhancements listed below will be compatible with CWMS. Furthermore, the successful client must work closely with all COE and Ilex engineering parties involved as not to disrupt the further integrated deve lopment of LRGS/DECODES and CWMS. Enhancements desired: Enhancement I. Implement DECODES database under Oracle and merge with Corps Water Management Software (CWMS). (1) Modifications to existing codebase of DECODES (2) New script for creating DECODES tab les under Oracle (3) Documentation describing installation, operation & maintenance. Enhancement II. Implement Automated Computations under CWMS. (1) Coordinate with USACE on CWMS-API Enhancements (2) Enhancements to Automated Computations to work under CWMS (3) New version of DECODES & Computations containing the computational Module. Enhancement III. LRGS (existing software to receive satellite telemetry) and DECODES enhancement to ingest MeteorBurst files.(1) Modifications to existing codebase of LRG S and DECODES (2) Capability of DECODES to post data into CWMS database (3) Capability to post MeteorBurst data directly to the LRGS system(4) Documentation on activating, configuring, and testing module.
