- This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis with Harris RF Communication, 1680 University Avenue, Rochester, NY 14610-1839. The contract type is anticipated to be a Firm Fixed Price commercial type contract. In accordance with FAR 6.302-1, Harris RF Communication is the only known source capable of satisfying the Government's minimum requirement. The Contract Line Item Numbers and descriptions are: CLIN 0001 - Personal Role Radio (105 each) consisting of Team Radio, Green Rechargeable P/N RF-7800S-TR001; Antenna P/N 12055-2700-01; Rechargeable Lithium Ion Battery P/N 12055-2100-01; Headset, Lightweight P/N 12055-0300-01 ; Holster, SPR P/N 12055-6060-01; Rechargeable Lithium Ion Battery P/N 12055-2100-01; and Operators Manual; CLIN 0002 - Personal Role Radio Ancillaries consisting of Battery Charger, Multi Bay P/N 12055-2500-01 (21 each); Fill Software w/Cable P/N 12055-2800-01 (21 each); and Cable Assembly (UK/Ireland BS 1363) P/N 10181-9809-009 (21 each). The requested Harris RF Communication equipment is the only equipment that meets the requirements listed. Only Harris produces receiver-transmitters (R/T) and associated equipment that provides tactical communications between multi-national counterparts and compatibility with U.S. Special Forces. The requested Personal Role Radio is the only radio that is compatible and interoperable with already fielded Harris RF equipment. These capabilities provide the interoperability that is proprietary to Harris RF. These products have gone through an extensive process of integration and testing to ensure compatibility with currently fielded hardware and software. The requested Harris RF is the only equipment that can send and receive messages to and from the existing field units. Any deviation from the current infrastructure could jeopardize current operations. The purchase of any other radios would result in duplicate costs to the government to modify the current design, recreate baseline drawings, testing and validation costs, operator and maintenance training costs, in addition to the logistical costs of managing two different systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 06 August 2007, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. Facsimile proposals are acceptable. Award is expected to be on or about 27 August 2007.
