Description
The Naval Air Systems Command, Aircraft Division (NAWCAD), Patuxent River, Maryland intends to procure a 12 kVAR, 200VAC, 400 Hz, 3 phase delta connected inductor; 1 kVAR, 200VAC, 400 Hz, 3 phase delta connected inductor; and a 5 kVAR, 200VAC, 400 Hz, 3 phase delta connected inductor for testing aircraft electrical servicing systems. This procurement is a 100% Small Business Set-Aside competition under NAICS Code 334515. The following requirements must be met: 12 kVAR, 200VAC, 400 Hz, 3 phase delta connected inductors 1. 12 kVAR per reactor 2. 1 kVAR per load step 3. Each load step shall have a wire for each phase with the following characteristics: 3.1 Wire shall have a copper multi-stranded conductor. 3.2 Wire shall have a temperature rating of greater than or equal to 105 degrees Celsius. 3.3 Wire length shall not be less than 36 inches in length from the inductor to wire end. 3.4 Wire gauge shall be sized appropriately for maximum current draw through the inductor. 3.4.1 Wire gauge shall be the same for all load steps. 4. A single core shall be used for each reactor for all 3 phases. 5. Physical Dimensions: - Considered maximum smaller and/or lighter is better 5.1 Length: 6" +/- 1" 5.2 Width: 5" +/- 1" 5.3 Height: 4" +/- 1" 5.4 Weight not to exceed 14 lbs 6. Quantity: 6 1 kVAR, 200VAC, 400 Hz, 3 phase delta connected inductors 1. 1 kVAR per reactor 2. 1 kVAR load step 3. Quantity: 2 Note: Physical Dimensions are considered maximum - smaller and/or lighter is better. General Component Requirement: 1. Size and weight is of critical importance for portability of test equipment to/from testing sites. 2. All components shall be compatible with MIL-STD-704A power quality limits. 3. All components shall be manufactured in accordance with applicable IEEE standards. 4. All components shall be designed and manufactured to endure shipboard environmental testing conditions. 5. All components shall be free of materials restricted by US and International airlines for checked baggage. 6. All components shall be free of materials restricted by US and International parcel shipping companies. 7. All components shall be designed to withstand standard shipping and receiving via commercial parcel shipping, i.e., FedEx, UPS, DHL, Airline Checked Baggage. 8. Shipping allowances for ground shipping via FedEx. 9. NTE - Not To Exceed 10. IAW - In Accordance With 11. Dimensions are measured in inches and/or pounds. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13.5 and the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Firm Fixed Price quotations, with FOB Destination terms to Patuxent River, Maryland, are being requested based on this notice. A written solicitation will not be issued. The announcement/solicitation is issued as a request for quotation (RFQ) in accordance with FAR 13.5. The provisions at FAR 52.212-1 and 52.252-2 apply. FAR 52.212-4 and 52.212-5 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil. Quotations will be evaluated for award based on the following factors: Technical, Delivery, Price, and Past Performance. All factors are of equal importance and the Government will award to the Contractor having the most advantageous quote to the Government solely at the Government?s discretion. TECHNICAL: Please provide commercial brochures/literature for the required product and a copy of the commercial warranty that illustrates all technical requirements/specifications as provided herein are being met. DELIVERY: The quotation will be evaluated on the best delivery date, after receipt of a written purchase order, provided the units otherwise meet all technical requirements. PRICE: The quotation will be evaluated on the best value Firm Fixed Price. Please indicate if any GSA Schedule and/or any other discounts are applied. Pricing shall include FOB Destination terms to NAWCAD, Patuxent River, MD 20670. PAST PERFORMANCE: Please provide a copy of two recent purchase orders or sales orders for same or similar products sold. Include a point of contact and phone number for each purchase or sales order record provided. This information may be evaluated for successful past performance information obtained from prior customers in terms of meeting all requirements, delivering on time, following up with problems under warranty, etc. The Government reserves the right to obtain prior Past Performance information other than from the sources provided with the quotations, if deemed necessary by the Contracting Officer. All quotations shall include a completed copy of the provision of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items.
