Description
This is a Sources Sought Synopsis to identify vendors who are interested and capable of providing services for operations and maintenance of the base telephone system at Naval Air Warfare Station, China Lake, CA using the Nortel MSL-100 and RCO satellite switch components. The NAICS Code is 517100 with a size standard of 1500 employees. The primary focus of this notice is to identify interested sources for information and planning purposes only. This announcement is open until 3:00 PM Pacific Time, 23 August 2007. The period of performance would be a base year with 4 one year options for a total of 5 years. The performance period will begin 1 April 2008. The contractor will be evaluated on the following requirements: (1) Knowledge of telecommunication installation standards. Industry specifications and codes for Outside and Inside Cable plant (OSP/ISP). (2) Knowledge of Nortel MSL-100 and RCO satellite switch components, operations, configuration, and emergency restoration procedures. (3) Capability to evaluate requirements for tracking and maintaining proper levels of on-hand equipment and materials to support both normal operations/installations as well as emergency restoration equipment/materials. (4) Capability to maintain current and accurate configuration management information on all components and sub-components of the China Lake Telecommunications System. This includes, but is not limited to, Facilities, wiring closets, OSP/ISP utility and cable plant, demarcation points, switches, phone numbers, user identification records, alarms, intercom systems, billing system, etc. The solicitation is expected to be released by October 2007.
