- Description
- The Government intends to negotiate and award a firm fixed price level of effort type contract, for the development of a new Navy Tactics, Techniques, and Procedures (NTTP) Publication describing the contingency engineering capabilities of the NAVFAC enterprise. The proposed contract will be awarded on a sole source basis to Thomas Associates Inc. (TAI), 1009 Butterworth Court, Stevensville, MD. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2404(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort is one year. The Navy Tactics, Techniques, and Procedures (NTTP) Publication will be written to provide a combatant commander, JTF commander, and a fleet or regional commander details on NAVFAC?s capabilities and the processes to request and utilize contingency engineering services along with CNIC roles responsibilities. These capabilities include ?reach back? to technical and subject matter experts at NAVFAC, deliberate and crisis action planning and support, expeditionary facility design, contingency OICC, forward deployment of engineer and contract management support assets from the NAVFAC enterprise, contingency engineering and consequence management response, and contracting for construction and facility services via NAVFAC?s global contingency construction and service contracts. Specific tasks include: develop and brief project plan of action and milestones (POAM), prepare draft program directive and annotated outline, prepare and deliver first draft for review, incorporate fleet comments, prepare and deliver second draft for review, incorporate fleet comments, and develop final draft.
