- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government will procure technical services and parts and material as necessary to upgrade the Air Data Computers (ADCs) in an estimated 51 aircraft to Reduced Vertical Separation Mode (RVSM) compliant configurations. The contractor will be required to provide personnel to do the upgrades at three different locations in the United States. This will be a firm fixed price contract. Inspection/acceptance shall be at destination by NSWC Crane personnel. This procurement is not for commercial items and FAR Part 12 procedures will not be used. See note 26. The applicable NAICS Classification is 334511 and the size standard is 750. The Navy intends to solicit and negotiate this contract on a sole-source basis with Meggitt Avionics, Fareham Hants, UK, based on FAR 6.302-1, only one source capable of meeting the Government?s requirements. The upgrades are to be completed against an existing deployed government system for which the Government does not own rights to the tec hnical package or documentation necessary for full and open competition. This notice of intent is not a request for competitive proposals, and no solicitation will be issued, but interested parties may submit inquiries or request for information by sending a fax to Mr. Roger Brett at 812-854-3805 or send a request via e-mail (e-mail preferred) to roger.brett@navy.mil.
