- STATEMENT of WORK (SOW) The Marine Corps Warfighting Laboratory (MCWL), located on the second deck, Newlin Hall, Building 3255, Meyers Avenue, currently has a security system in place that is capable of performing basic controlled access of ingress and egress routes. In order to allow for a level two classification of the entire floor, a more thorough recording and monitoring service is required. To fulfill this requirement, it is MCWL?s intent to award a one (1) year contract with four (4) one (1) year options to a contractor capable of meeting the requirements specified in this synopsis. The physical security of the building will require twenty four hour per day monitoring in order to remain in compliance with Marine Corps Order (MCO) 5530.14, and to ensure compliance with the recommendations set forth by the Physical Security Chief, Security Battalion, Quantico, VA. At a minimum, the contractor providing the monitoring service for Newlin Hall shall be capable of the following: 1. Contractor shall generate, maintain, and provide to designated MCWL personnel upon request and/or via the internet, daily, weekly, and monthly reports that include, but are not limited to, name, date, and time of each entry into the building, as well as initial daily opening and evening securing of premises. 2. Contractor shall notify designated MCWL personnel if the premises is not secured by 1930 hrs each day, as well is if any personnel enter or exit the premises after it has been secured. 3. Upon receipt of a physical security breach annunciation from the operating system, contractor shall contact designated MCWL personnel by telephone within fifteen minutes of incident. 4. Upon receipt of a physical security breach annunciation from the operating system, contractor shall attempt to contact MCWL personnel at Newlin Hall via telephone in order to attempt verification of potential emergency. Proper verification will require a password. 5. Upon confirmation of a physical security breach, or upon direction of designated MCWL personnel, contractor shall initiate the dispatch of appropriate agency, to include Marine Corps Base Quantico Provost Marshall?s Office (PMO) or Fire Department. Technical Requirements are as follows: Monitoring service shall be capable of wireless/electronic communication with the system currently in place. Currently the building is secured using a newly installed intrusion detection system that includes: Bosch Model # LNL-2DRKIT Controller with 2 reader ports. Bosch Model #LNL-1320 Dual reader controller Bosch Model # RKP6200-32, Bosch Model #RKP6210-CPID Video badge Software Bosch Model # LTC-1463/21 Flexidome Camera w/ Variafocal lense. Contractors working on location shall: 1. Possess, at a minimum, a secret clearance. 2. Be a Bosch Certified Dealer. 3. Have proof of successful G-Series Panel training. 4. Possess a working knowledge of Ready Key Pro 5. Possess a working knowledge and experience working with security system and access control system integration.
