Description
This synopsis is being provided to publish a requirement for the U.S. Environmental Protection Agency (EPA), National Homeland Security Research Center (NHSRC) in Cincinnati, Ohio which is seeking a contractor to perform services in support of the Threat Ensemble Vulnerability Assessment (TEVA) Research Program. The TEVA Research Program seeks to advance the security of drinking water distribution systems through distribution system modeling and simulation. Contractor is required to provide onsite technical support for approximately 1 or 2 times a week over the course of a year to implement the following tasks. TEVA Utility Support & Training a. Improve and/or advance select TEVA Utility network models. For example, improve model performance and/or verification of model performance. b. Review and provide comments on TEVA Utility Reports and other research papers, studies, and/or findings. c. Provide training and assistance to EPA/NHSRC in using commercial water quality and modeling software programs, e.g., INFOWATER, H20MAP, or WaterCAD software, and improving the application of the TEVA Research Programs tools to water utilities. EPA holds a license for each of these software products. Utility Outreach and Coordination d. Develop a template that describes the requirements and steps involved in order for water utilities to use software developed by the TEVA Research Program. The template shall describe requirements for potential TEVA Utilities to meet in order to participate in the TEVA Research Program. e. Advance the TEVA Research Programs capabilities to implement and test contamination warning system (CWS) designs with TEVA Utility partners. f. Improve the link between distribution system operations and distribution system modeling for one or more of the partnering TEVA utilities. Develop a Plan for Assisting the TEVA Research Program to Advance its Software Tools and their Commercialization and subsequent Application to the Water Utility Community g. Develop a draft plan for the TEVA Research Program to advance its software tools which considers TEVA Research Program collaborations with American Water Works Association (AWWA) and water utilities. h. Develop a coordination plan for the TEVA Research Program to collaborate with interested and capable commercial software companies and/or researchers who are focused on improving the hydraulic and water quality modeling of drinking water distribution systems. THE EPA HAS SET THIS ACQUISITION ASIDE FOR SMALL BUSINESS. The North American Industry Classification Code is 541690 with a small business size standard of $6.5 million. A written solicitation, PR-CI-07-11055, is anticipated to be issued the week of August, 13th 2007. It is anticipated the solicitation will be issued as a request for quotes (RFQ). All responsible small businesses may submit a quotation in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. The Government will award a contract resulting from this solicitation to the responsible small business offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In addition to price, the following factors may be used to evaluate the offeror=s technical proposal: relevant technical experience, quality of personnel, technical approach, and past performance. These factors shall be evaluated on a Best Value basis. Contract type is anticipated to be firm fixed price. See note 1.
