Description
NASA/MSFC has a requirement for a FTS Series 2 Upgrade for a Tallysurf 120-L Surface Profiler. NASA/MSFC also requires upgrades of the Series 1 to Series 2 electronics for the Traverse Unit from the same profiler. Specifications: The computer and any associated power supplies shall operate on standard US 115-120V/60Hz power. The computer and software shall be completely compatible with the Form Tallysurf electronics and operation. The software shall automatically control the operation and data acquisition of the instrument. The software shall perform all the functions of the current software at a minimum. The software shall be able to calculate, display, print and save the power spectral density (PSD) of a given scan. The PC shall have: Minimum processor speed of 3GHz. 80GB hard drive or larger. Minimum RAM of 512MB Ethernet connection At least one USB connection for use with an external memory device. RS232 and USB connections, 2 each minimum. DVD-ROM/CD-RW 48X (or faster) Combo Drive USB mouse and English keyboard. English version of Windows XP minimum. At least 2 PCI expansion slots. Graphics card supporting 1024 X 768 resolution. 17 inch flat panel monitor or larger. The system shall include an upgrade of the FTS Series 1 to the FTS series 2 Traverse Unit or equivalent. The new software and hardware shall have a minimum one-year warranty from date of installation. The price shall include installation at Marshall Space Flight Center and training of at least 2 persons. Installation shall include NIST traceable calibration/certification. NASA/MSFC intends to purchase the items from Taylor Hobson Precision. Competition is impractical because the electronics and software contained in the Form Tallysurf 120-L are Taylor Hobson proprietary components. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Iris Walter, DFS, Inc. via email at iris.r.walter@nasa.gov or via fax at 256-961-7723 not later than 4:30 p.m. local time on Thursday, August 16, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
