FedBizOpps PRE-SOLICITATION NOTICE PROJECTED TRANSMISSION DATE: March 22, 2007 RFP PROJECTED RELEASE DATE: August 1, 2007 RFP PROJECTED CLOSE DATE: August 31, 2007 HDEC02-07-R-0001 Fresh Fruits and Vegetables for various commissaries located in the Pacific CLASSIFICATION CODE: 8915 NAICS: 445230 - Fruit and Vegetable Markets Provide locally grown and imported fresh fruits and vegetables (FF&V) and merchandising support to 29 DeCA commissaries located throughout South Korea, Guam, Japan, and Okinawa. Delivery of highly perishable FF&V will be FOB Destination to designated U.S. transportation provider for airlift. Delivery of perishable FF&V will be FOB Destination Port of Embarkation Oakland, California for ocean transshipment. For the purposes of this solicitation, the commissaries are grouped geographically. The Pacific locations include 29 stores that are geographically clustered into three groups. Group 1 includes the following 12 locations in South Korea: Camp Carroll, Camp Casey, Camp Eagle, Camp Humphreys, Camp Red Cloud, Camp Stanley, Chinhae, Hannam Village, Kunsan AB, Osan AB, Taegu, Yongsan. Group 2 includes the following 2 locations in Guam: Andersen AFB, Orote. Group 3, includes the following 15 locations in Okinawa and Japan: Camp Courtney MCB, Okinawa; Camp Foster MCB, Okinawa; Camp Kinser MCB, Okinawa; Kadena AB, Okinawa; Atsygu NAF, Japan; Camp Kure, Japan; Camp Zama, Japan; Hario Village, Japan; Iwakuni MCAS, Japan; Misawa AB, Japan; Sagami, Japan; Sagamihara, Japan; Sasebo, Japan; Yokosuka NFA, Japan; Yokota AB, Japan. A single solicitation containing the three geographical groupings will be issued. Each group will be evaluated separately and each group awarded on an "all or none" basis. The Government will award one or more contracts resulting from this solicitation based on evaluation using the best value, tradeoff procedures. A Requirements Type contract is contemplated. The base period of performance shall commence approximately 30 - 60 days after notification of contract award (or a date specified by the Contracting Officer) for 24 consecutive months plus two 12-month option periods. The SIC code is 8915 and the NAICS code is 445230 for this requirement with a size standard of 500 employees. The Request for Proposal will be released on or about August 1, 2007. It is anticipated that oral presentations will be required as part of the evaluation process for proposals received under this requirement. This solicitation will be issued on an unrestricted basis for Groups 1 and 3. Group 2 is set-aside for small business participation.
