- The Postal Service is seeking Qualification Statements from prime general contractors wishing to be pre-qualified for a fixed-price contract for a roof replacement that covers two (2) buildings in close proximity of each other. The first building is roughly 166,800 sq.ft. The second is roughly 16,700 sq.ft. These roofs are mainly flat roofs, with minor percentages of standing seam metal roofing around some perimeter areas. The location of the project is at Gaithersburg, MD 20898 VMF/P&DC, 16501 Shady Grove Rd., Montgomery County. . This facility is an occupied functioning postal facility and there can be no disruption of postal operations. The total construction time for the project is 210 days All work is to be done in accordance with USPS approved plans and specifications, cost range is $1,400,000 to $1,600,000. PRIMARY FACTORS TO BE CONSIDERED FOR PREQUALIFICATION are company background, past performance, experience, financial stability, capacity to perform, and safety. Qualification Statements will be evaluated by qualified personnel selected by a USPS contracting officer. All firms will be notified within 60 days of receipt of their Qualification Statement as to prequalification status. Firms selected as being the most qualified for each project will be placed on the prequalification list. A Request for Proposals will be issued to pre-qualified firms at a later date. TO BE CONSIDERED FOR PREQUALIFICATION, A COMPANY MUST MEET THE FOLLOWING MINIMUM REQUIREMENTS: (1) Company must possess applicable license(s) for this type of work, as required by the State of Maryland. (2) Company must have a minimum of five (5) years experience in this type of work. Experience and past performance of key personnel on comparable projects may be considered toward meeting the five-year minimum requirement. (3) Company must have completed two comparable projects (roofing) in the past five years; one of the projects may be ongoing. Comparable projects are defined as similar in scope and cost (approximately $1,000,000 or more). (4) Company must be capable of obtaining performance and payment bonds for 100% of the contract price for this project.
