- This solicitation was presolicited as solicitation number "2007_Evergreen_1_Fuels_Reduction_Solicitation" on September 14, 2007. The purpose of this solicitation and resultant contract is to secure a complete set of services that have historically been accomplished by numerous individual contracts. In the past, contracts have been awarded for logging, fuel reduction, pre-commercial thinning, and sub-soiling in the same general area. Each of these projects/contracts was designed to meet the management objectives for a narrow range of resources. Fuels reduction was for fire management goals, logging and thinning were for timber and fire management goals, and sub-soiling was for soils and hydrology goals. This contract combines all of these operations into one contract to take advantage of the efficiencies of having one larger operation to meet multiple objectives. The project area contains approximately 135 acres. The Contractor shall provide all labor, equipment, materials, supplies, and services to implement the Evergreen 1 Fuel Reduction Project on the Clear Creek Ranger District of the Arapaho and Roosevelt National Forests and Pawnee National Grasslands. Approximately 135 acres will be treated with a combination of the following treatments; biomass thinning, slash treatment, road maintenance, and sub-soiling. The project is located on the Clear Creek Ranger District of the Arapaho and Roosevelt National Forests and Pawnee National Grassland. The legal location is T.5 S., R.71 W., Sections 31 and 32 and T.6 S., R.71 W., Sections 5 and 6. There was a pre-proposal site visit held for this project on October 14, 2006. All resultant findings from the pre-proposal visit will be included in the solicitation specifications. This solicitation will be available for download at no cost from www.fbo.gov on or around June 6, 2007. All questions related to this solicitation must be submitted in writing to Christina Schofield by fax at 970-295-6699 or by email at cschofield@fs.fed.us. Only written questions will be addressed. This solicitation will be due 30 days after its issuance date (on or around July 6, 2007). This date will be identified on the solicitation. This solicitation is set aside for total small business concerns. Offerors must be registered in the Central Contractor's Registry (CCR) to be considered responsive to this solicitation. The website to register to CCR is http://www.ccr.gov. In addition, Offerors must be registered to ORCA to be considered responsive to this solicitation. The website to register to ORCA is https://orca.bpn.gov/. The Offeror must complete all criteria in Section M of the solicitation to be considered responsive to the solicitation.
