Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; prices are being requested and a written solicitation will not be issued. (ii) This solicitation number RFQ-022-4383-07 is issued as a request for quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. (iv) This procurement is unrestricted. The NAICS code is 423490. The small business size standard is 100 employees. (v) Contract Line Item (CLIN) 1 - Thermogravimetric and Differential Thermal Analysis (DTA) System, One Each. (vi) Automated, high performance system that allows for combined thermogravimetric and differential thermal analyses of various agricultural residues and livestock wastes. In addition, this system must combine these analyses with on-line gas evolution analysis via mass spectrometry. The system's software must also be able to control the instrument, collect, store, and analyze the data on a PC computer with Microsoft Office 2003. The minimum specifications of the System include the following requirements: (1) TGA shall include an automatic sampler; temperature range from ambient to 1600 degrees C. (2) TGA with a thermocouple in direct contact with sample crucible to measure heat flow (DTA) information about the sample. (3) Shall have Mass Spectrometer (and associated hardware) attached to the TGA for the analysis of evolved gases. Mass Spectrometer shall be capable of scanning up to 200 amu. (4) TGA shall have an internal balance with a 5000 mg sample capacity and a continuous resolution of 1.0 ug without range switching. Software shall be able to connect directly to the balance for direct transfer of sample mass values. (5) TGA shall allow for future modifications for crucibles up to 900 microliter and shall be able to handle crucible sizes ranging from 20-150 microliter standards. (6) TGA shall be calibrated using the melting points of pure metal standards. (7) TGA furnace and balance shall be arranged horizontally to minimize thermal gradients within the furnace and improve transfer of gases for evolved gas analysis. (8) TGA shall include hardware/software that allows the Mass Spectrometer to be controlled by the TGA autosampler. (9) TGA should include an automatic gas switching accessory controlled by the software to switch purge gases during an experiment. (10) System shall allow calibration so that all results are independent of heating rate, purge gas and pan type without the need to recalibrate the instrument or manually change calibration factors. This calibration shall be accurate for the entire experiment even if heating rate and purge gas are changed during experiment. (11) Software shall include methods for automatic calibration of temperature, heat flow, and furnace lag. Software shall automatically check the calibration of the instrument and report if the instrument needs calibration. Software shall include capability to automatically determine the specific heat capacity of a sample and the capability to import and analyze ASCII data files from various other thermal analysis manufacturers and from the mass spectrometer. (12) All components of the system, including the existing computer, must fit on a countertop that is thirty inches deep and twelve feet long. (13) The Contractor shall conduct two training sessions. Upon delivery and set-up, the Contractor shall provide an orientation of approximately one hour to familiarize Location personnel with the operation of the system. Approximately 30 days after set-up, the Contractor shall conduct another training session, providing detailed instructions and answering generated during the initial operation of the system. The Contractor shall contact Dr. Keri Cantrell, (843) 669-5203, extension 113, to schedule the training sessions at a mutually-agreeable date. This second training session shall not exceed eight hours. (14) Within seven days of award, the Contractor shall submit a list of electrical, ventilation, and gas cylinder requirements to the Contracting Officer. The Contracting Officer will ensure any site preparation needs are accomplished prior to scheduled delivery of the system. (vii) Delivery shall be FOB Destination, USDA Coastal Plains Research Center, Building 2, Laboratory 2, 2611 West Lucas Street, Florence, South Carolina, 29501-1241. The Contractor shall contact Dr. Keri Cantrell, (843) 669-5203, extension 113, at least five days before delivery to arrange for access to the delivery area. Delivery shall be made within 60 days of contract award. Inside delivery, installation, and setup is required. Acceptance shall be made at destination. Acceptance will not occur until after the second training session had been completed. (viii) The provision at 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. NOTE: Since this is a combined synopsis/solicitation and no written solicitation will be issued, please disregard references to the SF-1449 in this provision; other instructions still apply. (ix) The contracting officer will make award based on price and price-related factors. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror/Representations and Certifications - Commercial Items, with its proposal. Offerors shall also include a completed copy of the provision at FAR 52.225-4, Buy American Act-North American Free Trade Agreement-Israeli Trade Act Certificate. (xi) FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses cited in 52.212-5, which are to be indicated by the contracting officer as incorporated by reference, are applicable to this acquisition: 52.203-6 ALT I; 52.219-8; 52.219-25; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.232-33; 52.247-64. (xiii) The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government?s rights under the Inspection clause nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response. If no standard warranty is available, a one year full service/customer support warranty must be provided. (xiv) Responses are due 40 days from the date this notice is published at USDA Agricultural Research Service, South Atlantic Area Procurement and Property Office, 950 College Station Road, Athens, GA 30605-2720 (or P. O. Box 5677, Athens, GA 30604-5677). Three copies of the response are required, and the response must indicate all pricing data and include technical documentation that indicates compliance with all specifications identified above.
