- AMENDMENT A0003 IS ISSUED TO ANSWER THE FINAL QUESTIONS RECEIVED. Question 1: How many participants will there be in each region/unit? The follow-up sessions will have up to 15 participants but how many in each training session? Answer 1: The 2 training courses will have up to 15 in each class. (the same as the follow-up sessions.) Question 2: Item 3.2 states 2 courses for the entire staff in regional offices. Does this mean 2 courses for each unit? How many people per unit and per course? Answer 2: Yes, 2 courses per unit. Up to 15 in each. Question 3: Item 3.2 states 2 courses. Does this mean 2 classes of the same material or 2 different courses with different content? Answer 3: There will be 2 classes of the same material. Question 4: Please clarify the evaluation criteria. Page 3 outlines three factors, but under the technical Proposal the statement discusses Factors A, B,C and D but these are not outlined anywhere. We understand the factors to be Technical Capability, Past Performance and Price. What is the fourth factor? Answer 4: There is not a D factor, please disregard. Question 5: Item 3.2 states "two courses on-site to accommodate entire staff in regional offices". Is this two courses per unit/region to equal 10 total courses? Or is it two courses for all of the 5 units? Answer 5: Two courses per unit for a total of 10. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulation, Subpart 12 and 19, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation issued as a Request for Quote (RFQ) Number DG1350-07-RQ-0526. This solicitation document incorporated Statement of Work, provisions and clauses. The provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. NAICS number is 611430. This is a Small Business Set Aside. Business Size Standard is $6.5 Million. The Government intents on awarding a Firm Fix Price contract with an estimated value of between $75K and $100K. DESCRIPTION: Department of Commerce International Trade Administration, Market Access and Compliance requires custom-tailored training to enhance the quality of communication and writing skills for its International Trade Specialist Staff. The training will focus on the four following regions: Asia, Africa and the Middle East, Europe and the Western Hemisphere. The Government reserves the right to award without discussion; therefore each offeror is encouraged to submit their best terms with their proposal. Special attention is directed to FAR 52.212-1 (b). Failure to submit the required information for evaluation may render the offer non-responsive. Offerors shall include a fully executed copy of the FAR provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer.
