Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the University of Puerto Rico for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intents to contract for the following objectives: 1) Support the National/Territory/Local and International Work Group Meetings with regular meetings to discuss and set priorities for tsunami hazard and risk assessment, legislation, tsunami protocol (including response plans), mitigation and public awareness in Puerto Rico. Support the TsunamiReady Interdisciplinary Working group to includes engineering, seismology, social sciences, oceanography, GIS, warning and emergency management experts. Support NTHMP, IOC (Intergovernmental Oceanographic Commission of UNESCO), IOCARIBE (IOC Sub-Commission for the Caribbean and Adjacent Regions), ICG/CARIBE-EWS (Intergovernmental Co-ordination Group for the Tsunami and other Coastal Hazards Warning System for the Caribbean Sea and Adjacent Regions), the International Tsunami Information Center and the emerging Caribbean Tsunami Information Center (CTIC). 2) Maintain Tsunami warning and evacuation signs which have been installed. Purchase and install additional signage for new routes and assembly areas. Make available the Spanish artwork to other interested states, territories and countries. 3) Provide TsunamiReady certification support to communities as they are identified. The activities of the Tsunami Ready Interdisciplinary Working Group will include, but not limited to, the following: Hold meetings with the local emergency managers and community to discuss tsunami evacuation limits, evacuation procedures and signage needs. Create a GIS based Tsunami evacuation map for each of the communities. Conduct a vulnerability analysis of the potential impact zone. Identify critical infrastructure located in the tsunami inundation zone. Identify evacuation routes and assembly areas. Prepare and distribute the corresponding Tsunami evacuation brochure which in addition to the map will include relevant information on tsunamis. Place the evacuation maps on the corresponding website and send copies to the PR Planning Board. Purchase and install tsunami warning/evacuation signs. Update and seek comments from the PR Tsunami Technical Review Committee. Provide support to NOAA?s Tsunami Ready Program for the TsunamiReady designations and for the dedication ceremony. 4) Prepare and distribute a bilingual (English/Spanish) brochure for tourists and visitors. This brochure will be prepared in conjunction with the tourism authorities and will be placed in hotels and other areas frequented by out of town visitors. 5) Develop new Inundation Modeling and Site Truthing based upon comparison with historical data and new data gathered from Tsunamigenic sources. 6) Improve and/or develop communication infrastructure(s) to get the warning messages to all people in the at risk areas. This requirement is being processed in accordance with Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1)_Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement aforementioned. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
