Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the State of Hawaii for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intents to contract for the following objectives: 1) Support the National Tsunami Hazard Mitigation Program (NTHMP) as a member of the Federal/State Working Group. Support the State/Local Working Groups within the State of Hawaii?s Tsunami Technical Review Committee (TTRC). The working groups include the Scientific Advisory Working Group (SAWG), Public Affairs Working Group (PAWG), Warning System Working Group (WSWG) and the Tsunami Risk Assessment Project (TRAP). 2) Complete mapping of the inundation zones of the North Shore and East Honolulu. 3) Provide support for Tsunami Mapping and Hazard Mitigation project by assisting in the Earthquake and Tsunami Program Planner for carrying out functions involved in creating tsunami resilient communities in Hawaii. 4) Logistically support the Tsunami Technical Review Committee (TTRC), Hawaii State Earthquake Advisory Committee (HSEAC) and other working groups. 5) Implementation of the buddy system for special needs. 6) Install and maintain tsunami warning evacuation signs, identify evacuation routes and obtain additional signage for the counties. 7) Develop the Tsunami Safety Guide modeled after the ?Fire Fighter?s Safety Guide? distributed throughout the State?s school system to elementary school students. 8) Collection of Hawaiian Indigenous knowledge of Historical Hazard Events. Most indigenous people have developed detailed knowledge of local natural hazards based on the long and close associations with the land and its resources, 9) Traveling Tsunami Exhibit. Develop an exhibit capable of travel throughout the Hawaiian Islands. The exhibit would contain photos, maps, charts, videos, survivor interviews, accompanying text, and handouts that would highlight lessons learned from the Indian Ocean tsunami and apply those lessons toward tsunami hazard preparedness throughout Hawaii. 10) Tsunami Risk Assessment Project (TRAP). The project will provide GIS-based comparisons of community exposure and sensitivity to tsunami hazards in terms of land cover, populations, economic assets, and critical and essential facilities. This requirement is being processed in accordance with Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement aforementioned. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
