- The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with Alaska Division of Homeland Security and Emergency Management for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intents to contract for the following objectives: 1) Steering Committee and State/Local Work Group Meetings, Goals and Objectives. Support the National Tsunami Hazard Mitigation Program. Support the State Tsunami Mapping Group (State and local emergency managers, WC/ATWC, State seismologist, State Geologist, and technical experts) to prioritize the needs of coastal communities and coordinates and develop strategies to meet those needs. 2) Warning/Evacuation/Interpretive signs: Assisting communities with the development of the local tsunami mitigation portion of FEMA-required Local Hazard Mitigation Plans, designing evacuation route brochures, and purchasing tsunami signs. Develop interpretive signs for threatened communities. 3) Tsunami Ready Program. Support the TsunamiReady community outreach in order to raise tsunami awareness and assist local communities develop and enhance associated emergency procedures and mitigation actions. 4) Provide Public Education with use of and minor maintenance for DHS&EM?s ?Quake Cottage? to augment tsunami awareness outreach efforts. Provide information concerning tsunami hazard signs, evacuation procedures, and evacuation routes. 5) Inundation Mapping. Maintain the UAF Tsunami Inundation Mapping effort supported by the National Tsunami Hazard Mitigation Program, based on established mapping priorities for Alaska. Continue the UAF/GI core inundation mapping activities, tsunami inundation map production, bathymetry / topography quality control and enhancement, modeling of water wave and run-up calculation, GIS mapping of results for distribution, and information gathering and present the resultant information to the local communities. This requirement is being processed in accordance with Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1)_Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement aforementioned. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
