Description
The U.S. Department of Commerce/NOAA intends to negotiate on a noncompetitive basis with the University of Southern California for services for the Tsunami mitigation, mapping, alert notification, awareness and training services in support of their respective Tsunami Program, the NTHMP and NWS Tsunami Ready Program. The Government intents to contract for the following objectives: 1) Tsunami Inundation Modeling and Mapping. To prepare additional modeling and mapping to address portions of the California along the coast and major ports and harbors. 2) Convene the California Tsunami Steering Committee which consists of CA OES and representatives of each of the 15 California coastal counties. The Committee meets annually and includes updates on developments within the NTHMP, promotes discussion of new programs or policies, establishes priorities and goals for planning and exercises and facilitates coordination and cooperation among counties and between the state and the counties. 3) Tsunami Planning and Hazard Mitigation Workshops. Initiate a tsunami planning workshop and/or exercise in all California coastal counties. 4) Conduct and Participate in Tsunami Response Exercises. Participation includes routine annual WC/ATWC exercises for the US west coast, special exercise programs including the end-to-end exercise and conduct local tsunami exercises to test planning by operational areas, individually or collectively. 5) National Tsunami Hazard Mitigation Program Participation. Support the National Tsunami Hazard Mitigation Program as a member of the Federal/State Working Group and the various sub-committees associated with the NTHMP. Attend meetings, workshops and special events sponsored by the NTHMP and participate actively in working groups and committees. 6) Develop Public-Private Partnerships to Promote Tsunami Awareness and Planning. Promote the participation of private and non-profit sector entities in supporting tsunami related activities including private funding for local programs of awareness and public education. Provide a mechanism for the receipt and allocation of private funding for local tsunami public outreach efforts. 7) In Cooperation with the National Weather Service Support the Tsunami Ready Program. Develop a strategy of mutual support between CA OES sponsored programs and those of the NWS to promote tsunami planning, hazard mitigation and public education among local government and the public in California. 8) Support in Local Planning Assistance and Public Information Efforts. Provide support to operational areas and cities in implementing tsunami evacuation plans, public information efforts and signage. Support local programs to develop tsunami awareness and educational materials for businesses, schools, residents and tourists. Develop and implement a strategy for outreach associated with the March 28, 2007 end-to-end tsunami exercise to promote an understanding of the objectives of the exercise among local residents, business operators, media and others. This requirement is being processed in accordance with Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1)_ Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirement aforementioned. All responsible sources must submit a written narrative statement of its ability to provide required services, including detailed information and other literature sufficient to permit agency analysis. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government.
