- This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133F-07-RQ-0627. In accordance with FAR 19.5 this action is reserved exclusively for small business concerns. The U.S. Department of Commerce, NOAA, National Marine Fisheries Service, Beaufort Lab, Beaufort, NC 28516 intends to purchase on a firm fixed price purchase order the following items: Item 0001: Quantity of five (5), Satellite tags with the following salient characteristics: In order to obtain migration and location data on sea turtles, we want to attach satellite tags to the carapace of loggerhead sea turtles. As technology has improved over the years, the ability to obtain more accurate location data has also improved. Several companies are now manufacturing GPS satellite tags which can provide researchers with the most accurate location data there is. However, as sea turtles can spend as little as a few seconds on the surface, we are in need of a GPS satellite tag that can acquire a highly accurate GPS locations in less than 1 second. We need a GPS receiver peripheral that has been designed specifically to address the problems faced with traditional GPS receivers in a marine environment. Wave wash, submersion, and poor antenna orientation are all problems that can prevent a traditional GPS receiver from maintaining signal lock and thus provide location information. Consequently GPS receiver deployment on free ranging marine animals is rarely successful. We need a satellite tag that employs signal processing techniques to overcome these limitations, allowing it to successfully operate in the challenging marine environment. We must also be able to program these tags in our lab, just prior to deployment rather than having them programmed by the manufacturer. Item 0002: Quantity of thirteen (13) Satellite tags with the following salient characteristics: In order to accurately characterize the time that sea turtles spend on the surface of the water, along with the temperature of the water in which they are swimming, we want to attach other satellite tags to loggerhead sea turtles. For this purpose, we need a satellite tag with sensors that will record water temperatures from 0?? - 40?? C, that will record the amount of time that the sea turtle spends on the surface (i.e., haulout time), that has a depth sensor with a minimum resolution of 1 meter, and that has a light sensor which can provide additional information as to whether the turtle is on or close to the surface of the water or not. We must also be able to program these tags in our lab, just prior to deployment rather than having them programmed by the manufacturer. Item 0003: Shipping charges, Item 0004: Insurance, Item 0005 Dangerous Goods charge, In order to comply with the Debt Collection Improvement Act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The FSC for this is AJ57 and the NAICS Code is 541710, the small business size standard is 500 employees. The government intends to award a firm-fixed price purchase order for this requirement. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price, who can best meet the required specifications. FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies.
