Description
This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133C-07-RQ-0654. In accordance with FAR 19.5 this action is reserved exclusively for small business concerns. The U.S. Department of Commerce, NOAA, National Ocean Service Requirements and Development Division, Chesapeake, VA intends to purchase on a FOB destination basis the following equipment: Item 1: Quantity of ten (10), ARGOS Beacons with the following requirements: Rugged, schedule 80 PVC or Delrin construction. Depth rating of 200 meters or better. Battery Life of 90 days. Battery is user replaceable via bottom end cap. End cap must be removable, have o-rings and not glued. Internal magnetic switch for power On/Off with well marked location on the outside of the case. System to be mounted on the fin end side (stern) of an OpenSeas Streamlined Underwater Buoyancy System (SUBS) A2 float and can not be longer than 22 inches, not counting the antenna or have a diameter larger than 4 inches so there is a minimal hydrodynamics and buoyancy impact of the SUBS unit. A positive buoyancy of 2 to 4 lbs is desired. The unit weight should not be more then 10 lbs including the batteries. The SUBS unit floats on the ocean surface in an upright position (the ADCP looking upward) or to either side. The antenna shall be designed so the satellite will receive transmissions from the unit when the float is in any of these positions. System shall transmit a standard ARGOS location message. Item 0002: Option to purchase up to ten (10) more of item 0001 as described above at the same price within 1 year of award date. In order to comply with the Debt Collection Improvement Act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The FSC for this is 5895 and the NAICS Code is 334511, the small business size standard is 750 employees. The government intends to award a firm-fixed price purchase order for this requirement. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price, who can best meet the required specifications. FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, and FAR 52.2127-7 Option for Increased Quantity ? Separately Priced Line Item applies. The following addenda or additional terms and conditions apply: A panel will select the vendor after review of proposals based on size, mounting, and cost. No Defense Priorities and Allocations System (DPAS) rating is assigned.
