Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Southwest Region located in Long Beach, CA intends to acquire services to provide facilitation and meeting planning support to the National Marine Fishers Service for the Pacific Offshore Cetacean Take Reduction Team. The period of performance is through 30 September 2008. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is Alana Knaster. Alana Knaster is the sole contractor responsible for convening and facilitating all meetings of the Team to date. In addition, Ms. Knaster was responsible for conducting interviews and identifying all potential members of the initial Team and has assisted NMFS in identifying replacements for Team members as needed. Ms. Knaster is requested to fulfill this contract because of her unique experience in convening and facilitating this Team. Members of the Team represent diverse interests and address highly controversial issues. Ms. Knaster?s experience in working with this Team and her strong working relationships with Team members are essential to ensuring that the Team is able to reach consensus and, thus, are essential to ensuring that NMFS is able to meet its mandates under the MMPA. For these reasons, Ms. Knaster is uniquely qualified to meet the specifications necessary to complete the requirements of the statement of work.
