- The Centers for Disease Control and Prevention (CDC) intends to award a contract to the Institute of Development Management (IDM) for the training of public health managers in the CDC's Sustainable Management Development Program (SMDP) in Botswana. Management of public health programs, particularly HIV/AIDS programs, remains a weak link in the provision of sound HIV/AIDS prevention, care and support services translating into poor service delivery, low quality, program inefficiencies and reduced staff morale. Building health care systems to enable quality implementation of USG supported HIV/AIDS programs falls within the mandate of PEPFAR. HHS/CDC has developed a training program that addresses these weaknesses and promotes organizational excellence in public health by strengthening leadership and management capacity. The purpose of this contract is to: (1) Implement CDC's SMDP training and provide follow up support to build managerial and leadership capacity of public health managers to improve and sustain the implementation of PEPFAR funded HIV/AIDS programs and provide effective and efficient services, and; (2) adapt CDC's Couple HIV Counseling and Testing Curriculum to the Botswana situation to further HIV prevention efforts. It is imperative to utilize IDM for this contract. IDM has the unique qualifications of being established by the Governments of Botswana, Lesotho and Swaziland to provide training, consultancy and research services in this area to government, parastatal and private organizations. At present they are the only known, qualified organization in the area for these services. The North American Industry Classification Code is 624190. This notice of intent is not a request for competitive proposals, but all replies received within 15 days of publication will be considered. A determination not to compete based on responses received and to proceed with a noncompetitive award is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
