Description
DESCRIPTION: The VA Medical Center, 4100 West Third Street, Dayton, OH 45428, has a project, to Renovate Nursing Home Care Unit, POD C. This project includes but is not limited to demolition, mold and asbestos abatement and removal, general construction, mechanical and electrical work, fire protection, plumbing and other work as required. Estimated construction cost range is between $1,000,000.00 and $2,000,000.00. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The definition of a SDVOSB is one or more Service Disabled Veterans own 51% or more of the firm and manage and control the daily operations of the firm. The firm must be small under relevant North American Industrial Classification Standard (NAICS) code and THE FIRM MUST be registered and be verified in the following websites:http://www.vip.vetbiz.gov, http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. Offerors MUST ensure your registrations in these websites are correct, current and accurate and has not expired. The Contracting Officer is not responsible for this information. JOINT VENTURE INFORMATION FOR SDVOSB FIRMS: The Contracting Officer is not responsible for Joint Ventures. To qualify as a joint venture under the SDVOSB program, each party to the joint venture must be a small business and one of the parties, the managing participant must be an SDVOSB. Further determination of whether or not the joint venture as an entity, qualifies as a small business depends on the dollar value of the proposed contract. The NAICS code for this project is 236220 (Specialty Trade Contractors) and the small business size standard is $31.0 Million. BOND INFORMATION: Bid Bonds and Payment and Performance Bonds will be required. OBTAINING SOLICITATION MATERIAL: These documents will not be posted on FedBizOpps (http://www.fbo.gov ) webssite. These documents should be available in hard copy, on or about August 17, 2007 and there is a non-refundable charge of $50.00 for each copy requested. Payments must be in the form of a Money Order or Cashier's Check, made out to the Agent Cashier. In order to receive this material, potential offerors must submit a written request on the Firm's letterhead to the Contracting Officer and list a point of contact (POC), phone, fax and address. The Contracting Officer's phone is 937-267-3952, Fax is: 937-262-5974. NO VERBAL REQUESTS FOR DOCUMENTS OR INFORMATION ABOUT THE PROJECT WILL BE RESPONDED TO. In addition, there is no guarantee that requests received via e-mail will be responded to. ALL REQUESTS FOR DOCUMENTS AND/OR INFORMATION MUST BE IN WRITING and addressed to the Contracting Officer. Once the solicitation material is issued, the A/E will not be answering contractor's questions. All questions must be addressed in writing to the Contracting Officer, first. All interested Offerors (subs & primes) should register at http://www.fbo.gov so that others will know of your interest in participating in this procurement and you will automatically receive any updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Offerors responsibility to register their firm in the http://www.fbo.gov website. A ONE-TIME SITE VISIT WILL BE SCHEDULED AND THAT INFORMATION WILL BE IN THE SOLICITATION PACKAGE. DUE TO SECURITY REQUIREMENTS, ALL SITE VISIT ATTENDEES WILL HAVE TO PRE-REGISTER IN ORDER TO ATTEND. SOLICITATION AMENDMENTS: Failure to attend the site visit shall not relieve the successful Offeror from compliance with all specifications, drawings, terms and conditions of resultant contract. Amendments to the solicitation will be posted at http://www.fbo.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3 Amendments to Invitations for Bid. Offerors should re-visit the website periodically to look for updates. No telephone inquiries can be accepted. Award is subject to availability of funds.
