Description
Consulting Architect-Engineer services are required to conduct a complete field study and evaluation of the entire primary and secondary electrical distribution system including all primary and secondary emergency generation systems. The work will provide a complete evaluation of the system for condition, capacity, and reliability of the electrical system. Work will include all electrical components from primary high-voltage switchgear and primary distribution cabling system to transformers, low voltage distribution and building wiring down to and including branch circuit panel boards, motors, and other loads. Work is generally to the panel level and does not include branch circuit wiring expect to note its condition at the panel level and the use of green grounding conductors for branch circuits as required by VA policy. Conduct visual inspections of all electrical systems from commercial and generation systems to loads as noted above documenting all NFPA and OSHA violations or failure to comply with VA standards. Typical examples are non-code complying or dangerous substations, obsolete panels, no main circuit breaker, no spaces for expansion, doubling of wire on terminations, incorrectly sized wiring, RWG wire, etc. The study will also consider reliability based on age and type of equipment and recommendations for replacement or rebuild. Also, review breakers and fuse line ups for potential coordination issues and note ability of system to be reconfigured for continuity of service in the event a section of line or a piece of equipment fails. All panel covers shall be removed for internal inspections. Work is at the Sheridan VA Medical Center, 1898 Fort Road, Sheridan, Wyoming. Provide five copies of the final report along with a copy in MS Word and AutoCAD drawings. Include cost estimates for all items in need of replacement or correction. Following the field evaluation provide design, as necessary, with specifications, cost estimates, code compliance certification, and quotes for construction period supervision and inspection services for replacement of HV cable and switchgear upgrade. This requirement is to provide all labor, transportation and supervision necessary to conduct additional investigation and complete working design drawings. Secondary system design and construction will be included in future projects. The selected A-E will possess strong, demonstrated electrical competencies; and adhere to VA, NEC, JCAHO and Life Safety Code requirements. Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality evaluation and design effort. Responses must be received no later that the close of business, September 03, 2007. A-E firms which meet the requirements in this announcement are invited to submit a completed SF330 Part I and SF330 Part II to James C. Wiltse at the address shown above. This IS NOT a request for proposal. Selection will be based upon the following factors respective of the scope identified above and upon the A-E having qualifications in design, construction, and general electrical consulting experience on hospital facilities: (1) Team proposed for this project; (2) Previous experience of Team proposed for this project; (3) Proposed design approach for this project; (4) Location and facilities of working office(s); (5) Cost control; (6) Proposed Management Plan (Design and Construction Phases); and (7) Cost and Schedule Control. This acquisition is unrestricted as to business size. NAICS Code 541330. The Estimated Cost of Construction (ECC) is between $500,000.00 and $1,000,000.00. The duration of the A-E evaluation and design is approximately 120 calendar days with construction period services to be pre-negotiated but optional on a case by case basis.
