- With this announcement, the U.S. Army Corps of Engineers issues a pre-solicitation notice for the following project: Shoreline stabilization project is located along State Route 191 (Cutler Rd) in Whiting, ME. The project involves placement of a sto ne slope revetment along 500 feet of Holmes Bay, which will tie-in with an existing stone revetment. The new stone revetment plan consists of clearing and grubbing vegetation on the existing slope prior to the placement of a non-woven geotextile fabric, a 1 foot thick layer of granular fill and 2 feet of stone armor protection then be placed on top at a 1:3 slope. On the upper slope, 8 inches of topsoil soil be placed and the area will be seeded and planted with regional coastal plantings. The revetment would be approximately 500 linear feet and 20 feet high (elevation 20.0 North American Vertical Datum (NAVD)). The stone toe will be buried to approximate elevation 9.0 NAVD to accommodate restoration of intertidal habitat. The toe of the revetment will be constructed in 30-foot sections. Saltmarsh cordgrass growing within the 6,000 square foot revetment toe area, will be removed with the root mass intact and marsh soils excavated and stockpiled. These excavated materials will be reused during the backfill process as each section of the buried toe is completed. The upper area of the revetment, from elevation 20.0 feet NAVD to the top of the bank (variable elevation) will be planted with native coastal grasses and shrubs, such as speckled alder. Coastal plantings on the upper slope will replace lost riparian fun ction and will provide an effective riparian buffer between the road and the marsh. Construction will be undertaken from land during the dry portion of the tidal cycle and is expected to take about six months to complete. Appropriate erosion control measures will be implemented throughout construction including (but not limited to) inst allation of a hanging silt curtain to minimize migration of fine materials during excavation and construction activities. Contractor will remove fine material collected behind erosion control structures prior to removal of these structures. Contractor re quired to submit a Sediment Erosion Control Plan for Corps approval prior to commencement of construction activities. These measures will assure minimal water quality impact to sensitive fish and benthic resources and provide a net gain of saltmarsh habit at. Construction vehicles should not be located in water throughout the duration of the project. The estimated cost of this work is between $750,000 and $1,300,000. This solicitation is 100% Set-Aside for HUBZone Small Business concerns. The NAICS code for the work is 237990 with a small business size standard of $31 million. The solicitation shall be made available via the Internet on or about 20 August 2007.
