Description
The Naval Medical Logistics Command, Fort Detrick, MD intends to negotiate on a other than full and open competition basis (IAW FAR 13.106-1(b) with Aesculap, 3773 Corporate Parkway, Center Valley, PA., 18034, for a neurological surgical ultrasonic aspirator system. Aesculap's Sonastar XS-E is required because it is a fully self-contained console with built-in irrigation. Also, when combined with an electrosurgical unit the Sonastar system is capable of performing monopolar electro surgery through the same hand piece. Finally, Sonastar has a unique bone shaving tip for precise bone removal. The required system shall have clearances from the Food and Drug Administration for marketing in the United States for neurosurgical applications. The product shall have cooling in the hand piece, integrated irrigation, and capable of integrating with electrosurgical units. The product shall have available different hand pieces designed for the ergonomic requirements. The product shall operate from 115 VAC, 60 Hertz power. Based on the above information, only the Sonastar XS-E Ultrasonic Aspirator System, manufactured by Aesculap Inc., meets the agency's needs. This acquisition is being conducted under FAR 13.106-1(b). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing a product that meets the minimum requirements of the agency. Interested parties shall be able to show a previous history of providing the neurological surgical ultrasonic aspirator system described earlier. All capability statements received by 1600 (4:00 p.m.) Eastern Standard Time on 14 August 2007 will be considered by the Government. A determination by the Government to only negotiate with Aesculap based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a open procurement that is open to vendors that can provide a neurological surgical ultrasonic aspirator system. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Russell Grabill at russell.grabill@med.navy.mil. Statements are due by 1600 (4:00 p.m.) Eastern Standard Time on 14 August 2007. No phone calls accepted.
