Description

This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. The F-16 lacks a robust secure Line-of-Sight (LOS) and Beyond-Line-of-Sight (BLOS) communications system to fully integrate with composite combat forces. Current operations in mountainous and other inhospitable environments are under increasing risk of compromise requiring reduced response times during air support missions A secure, robust LOS/BLOS communications capability will greatly enhance Close Air Support and Combat Search and Rescue operations. The purpose of this tasking is to acquire Non-recurring engineering, production representative Group A kits, and system familiarization from Rockwell Collins in support of integrating the ARC-210 System onto USAF Block 30-32 F-16?s. As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintain the proprietary rights to this radio, they are the only capable source that can provide the integration required. This effort is to be completed no later than February 2008. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
