Description
This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. This effort covers the requirements to provide Naval Air Systems Command, Air Combat Electronics Program Office (PMA209). Secure voice communications on aircraft, ships and ground fixed and mobile platforms are presently provided using legacy encryption algorithms in conjunction with UHF, VHF, and HF capable radios. These radios use stand-alone cryptographic devices (the VINSON and/or ANDVT (Advanced Narrowband Digital Voice Terminal) families of equipment), while others encrypt using embedded modules (crypto engines) such as RAILMAN, HERMES, and INDICTOR. This tasking includes Analyzing and reporting on the expected performance of radio frequency (RF) communication links when using the Suite A and B encryption algorithms in voice and data (including imagery) applications as associated with the RT-1939(C). Present candidate encryption algorithm suitable to fulfill Naval Aviation requirement. Identify the interfaces that will be needed between the RT-1939(C) and the platform/system to perform remote management and key loading functions. Tasking is expected to be completed no later than November 2007. As Rockwell Collins is the sole developer of the ARC-210 Family of products and related ancillary equipment and maintain the proprietary rights to this radio, they are the only capable source of providing the testing. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
