Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with TEL Instrument Electronics Corporation, Carlstadt, NJ for Communication/Navigation (COM/NAV) Radio Frequency (RF) Avionics Flightline Tester (CRAFT) Test Sets. The test sets will be used to perform Communication/Navigation/Identification Friend Foe (IFF) testing and will replace six test sets currently used by Navy organizational maintenance units. The majority of the units will be in accordance with the existing Performance Specification/Statement of Work (SOW), and a lesser quantity will be configured to meet only U.S. Navy shipboard and U.S. Coast Guard requirements. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for a maximum of 450 production units. The government intends to procure these units under the authority of 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "only one responsible source and no other supplies or services will satisfy the requirements". TEL Instruments is the only contractor with the design and development experience necessary to deliver these units in time to verify the operational readiness of systems during ship checks and troubleshooting and to meet the Joint Chiefs of Staff directive (R272219Z OCT94) for pre-flight checks. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Responses should reference N68335-07-R-0185. The Government will not pay for any information received.
