Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston is responsible for acquisition of Biometrics Automated Toolset (BAT) and Handheld Interagency Identity Detection Equipment (HIIDE) systems. The Biometrics Automated Toolset (BAT) and Handheld Interagency Identity Detection Equipment (HIIDE) Program is the focus of this notice prior to the issuance of the Class J&A N65236-07-0055. SPAWARSYSCEN Charlesto intends on negotiating and awarding multiple buys on a sole source basis from 15 August 2007 through 14 August 2009. The total estimated amount of these purchases is expected to approach $11 million. The BAT and HIIDE Original Equipment Manufacturer (OEM) platforms and major subsystems to which this synopsis applies are annotated in Attachment (A). Attachment (A) may be found at the SPAWAR e-commerce website at http://e-commerce.spawar.navy.mil/. While this synopsis serves as a pre-solicitation notice of the sole source acquisitions for BAT and HIIDE software and hardware equipment from the OEMs listed in Attachment (A), it is not intended to preclude the Government from acquiring equipment through other procurement strategies which may serve the Government???s best interest. The proposed contract actions are for equipment for which the Government intends to solicit and negotiate with only the Attachment (A) sources under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals; however, interested parties not identified within Attachment (A) are encouraged to express their interest and capability to respond to the requirements. Responses to this notice shall be received NLT ten days from the posting date. Information received will be considered solely for the purpose of determining whether respondents should be added to Attachment (A). In those situations where the Government determines that identical parts are available from more than one source, it will compete these acquisitions among the identified sources. A determination by the Government not to compete these proposed contract actions based upon responses to this notice is solely within the discretion of the Government.
