- The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston, is soliciting information from potential sources to provide C4ISR TACTICAL VEHICLES ENGINEERING AND INTEGRATION SUPPORT services. The Tactical Command and Control Engineering (C2) Division Code 61 is tasked by the Space and Naval Warfare Systems Command (SPAWAR) and/or Marine Command to provide engineering and integration support, configuration management, test, fleet introduction, product improvement, quality assurance, logistic, and life cycle management support for various C4ISR tactical vehicles requirements, programs, and projects, as tasked by multiple Department of Defense (DOD) and other Federal Agencies. As a full spectrum solution provider to the DOD community it is necessary to provide in- service engineering and integration of numerous current and previous C4ISR tactical vehicles systems in order to support multiple war fighting, manpower, and logistics missions for commanders at all echelons, in all Naval environments, and for Joint, coalition, and allied forces. Some of the present agencies supported are: United States Marine Corp C4I systems, United States Army systems, and Joint C4ISR programs. Some of the present requirements of the Tactical C2 Engineering Division is to provide the necessary engineering and integration and technical support services required to augment C4ISR Government program/project managers and engineers in fulfilling SPAWAR, U.S. Marine Corps, and other Federal Agencies' tasking in order to fabricate, assemble, integrate, inspect, test , evaluate and deliver an integrated system, or other equipment, for installation at strategic and tactical vehicles, and life cycle support of C4I tactical vehicles and related interface systems, subsystems and equipment, and associated programs and projects. The contractor shall provide in service engineering, integration product improvement, test and evaluation, installation, maintenance support as well as the capacity to modernize or introduce transformational technologies into systems and technical support services to the C2 Division, on various C4ISR requirements, programs such as Marine Corps Mine Resistant Ambush Protected (MRAP) vehicles, Explosive Ordnance Disposal (EOD) Rapid Responded Vehicle (JERRV), (Up- Armored HMMWV (UAH), Joint C4ISR Tactical Vehicles, Navy and Marine Corps C4ISR tactical vehicles and other Department of Defense (DOD) vehicles platforms as required. The C4ISR tactical vehicles programs/projects are comprised of a integration of number of communications, command and control systems and equipment consisting of hardware and software elements, fabrication and system improvements Potential sources must have demonstrated expertise and proven abilities in engineering and technical support services of a non-personal nature, encompassing, but not limited to, the following: system engineering and integration support, test and evaluation, installation maintenance and fleet support, configuration management, quality assurance, logistics, and training. For evaluation purposes, each potential source is requested to provide a description of work performed in the last (3) years, including specific demonstrated expertise, for each task listed below and to state what percentage they are capable of performing, based on the level of effort estimate provided below. Only provide information on demonstrated performance with examples of reports or other documents. Do not include any documentation or percentages for any one company other than your own. This is an analysis of your company???s abilities of what it can perform based on previous experience. 1)Experience and abilities providing engineering and technical services in support of: UAH, MRAP, CONDOR, JERRV and other C4ISR tactical vehicles programs/projects are comprised of a integration of number of communications, command and control systems and equipment consisting of hardware and software elements, fabrication, production and system improvements (35 %) 2)Experience and providing engineering and technical support for C4ISR Tactical Vehicles for USMC , NAVY,and/or ARMY programs and systems in the following disciplines areas: (a) Systems Engineering/Integration- include functions such as program planning, concept exploration, requirements definition, risk reduction activity, design development engineering, vehicle C4I system integration, prototype development, hardware design development, fabrication, engineering drawing, pre- production, test and evaluation, installation and maintaining the optimum capabilities in C4ISR tactical vehicles systems. (20%) b) Test and Evaluation- Experience and abilities providing engineering and technical expertise to conduct thorough test and evaluation of all operational and functional aspects of newly designed or modified C4ISR Tactical Vehicles systems, equipment or computer software. Test Bed Design, Environmental Test, System Inspection, System Integration/Qualification test, production acceptance test, failures analysis(15%) c) Systems Installation, Maintenance and Fleet Support- Experience and abilities providing technical and engineering services to install equipment, conduct integration testing, resolve interface problems, analyze other technical problems, correct deficiencies in hardware, software and documentation, and ensure the continuous updating of configuration baseline. Experience providing hardware and software installation and integration of C4ISR Tactical Vehicles systems, USMC C4ISR projects, program or systems, subsystem and equipment. Providing repair, troubleshooting, site support on call support (24 hours/day, 365 days per year) and technical assistance for fielded USMC C4ISR systems.(9%) d) Configuration Control- Experience and abilities providing configuration management support for C4ISR Tactical Vehicles requirements to include planning, baseline management, configuration identification, configuration audits, formal qualification review, engineering changes, and configuration management records and reports. (5%) e) Quality Assurance (QA) , Experience and abilities providing engineering, technical and analytical support in quality assurance planning, verification and validation, acceptance testing, internal inspection, inspection system and independent verification and validation. in C4ISR systems. ISO- 9000 certified is required (5%) f) Logistics- Experience and abilities providing engineering, technical and analytical support to C4I tactical Vehicles integration requirements and all Integrated Logistic Support (ILS) elements and disciplines for C4ISR Tactical Vehicles and related USMC C4ISR systems and projects. (7%) g) Training- Experience and abilities providing provide engineering, technical, analytical, and instructional support for C4ISR systems and requirements, programs and/or projects in accordance with the Navy and USMC instructional guidelines. (4%) This notice is for planning purposes only. It is anticipated that a solicitation will be issued for an indefinite-delivery, indefinite-quantity Cost-Plus-Fixed Fee, Cost-Plus- Incentive Fee, Performance-Based type contract and provisions for Firm Fixed Price task orders. The period of performance will for a base period of one year and four one-year options. The Government estimate for this effort is $249.7M with approximately 87% of the effort in labor (est 888,300 hours per year) and 13% in other direct costs. Firms are invited to submit appropriate documentation as described above in addition to any literature, brochures, and references necessary to support that they possess the required capabilities necessary to meet or exceed the stated requirements. Teaming partnerships and joint ventures envisioned under FAR 52.219- 27 (c) and (d) for Service-Disabled Veteran Owned Small Businesses and FAR 52.219-3 (c) and (d) for HUBZone Businesses established to meet the provisions of FAR 52.219- 14 ???Limitations on Subcontracting??? should provide the information requested in items 1 through 8 above on each of the teaming partners. This market survey is for information and planning purposes and is not to be construed as a commitment by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. Government reserves the right to consider a set- aside for one of the small business preference groups (i.e., 8(a), SDB, SDVO, etc..).
