Description
NASA/DFRC has a requirement for service on 2 Solar Farm array repairs and upgrade service to system and installation of new monitoring system. ? [SPECIFICATIONS] The Specifications for this project are: (1)???? Repair service is to include the following: o??????? Select local dealer to conduct the work o??????? Coordinate delivery of modules and repairs o??????? Uninstall current defective modules and repairs o??????? Install 24 new SPR210 WHT modules o??????? Install 2 new SPR3300X Inverters o??????? Complete SunPower quality inspection (2)???? Perform upgrades to systems and install complete new monitoring system is to include: o??????? Complete system design o??????? Logistics and project management o??????? Installation labor o??????? Monitoring solution o??????? Upgrade and install 2 PL HSN monitoring system (1 per array) o??????? Customize graphic interface through PL o??????? Training for DFRC personnel o??????? Complete SunPower quality inspection ? ? [SOLE SOURCE EXPLANATION] NASA/DFRC intends to purchase the items from Sunpower. The company installed solar arrays 4 years ago and is providing repairs at no cost to NASA Dryden. These upgrades and installation are a continuation to the items previously purchased from Sunpower. As such, acquiring these new items from Sunpower will provide compatibility allowing the project to progress at an expedited rate and will also reduce technically complicated interface issues. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 15, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
