Description
NASA/GRC has a requirement for: - 5 Compliance Platform Windows Desktop Bundle ? (quantity required 200) - C5 Compliance Platform Windows Desktop Bundle Platinum Maintenance ? (quantity required 200) - C5 Compliance Platform Windows Server Bundle ? (quantity required 2) - C5 Compliance Platform Windows Server Bundle Platinum Maintenance ? (quantity required 2) - C5 Compliance Platform Element Manager Server ? (quantity required 1) - C5 Compliance Platform Element Manager Server Platinum Maintenance ? (quantity required 1) - 5 Days on-Site Advanced Deployment - Two Day Administrator Training on Site ? 8 Seats NASA/GRC intends to purchase the item from Secure Elements Inc. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: - The purchase for the C5 compliance platform tool is of critical importance to the Code R Security Program. The SCAP (Security Content Automation Project) project is being developed by NIST (National Institute of Standards & technology) in support of Government Mandated security requirements. Code R needs to meet these requirements ASAP and thus requires a tool that can facilitate this process. The NIST SCAP site currently lists only 3 tools that support the protocol and functions. The Secure Elements tool receives the highest rating by NIST with regards to how the SCAP protocol is implemented and supported. The other two tools are not yet available for purchase. Therefore it is in the best interest of the Government to purchase the Secure Elements C5 tool as it?s the only current available product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/13/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
