- Description
- The National Geospatial-Intelligence Agency (NGA) intends to issue a Request for Proposals (RFP) for the New Campus East (NCE) Deployment Planning and Execution (NDPE) contract effort. It is anticipated that a Cost-Plus Award Fee (CPAF) contract is contemplated for basic period of four (4) years and one (1) one-year option period will be awarded. NGA is a Department of Defense (DoD) Combat Support Agency that provides timely, relevant and accurate Geospatial Intelligence to both the DoD and the Intelligence Community (IC) in support of the National Security Objectives. In compliance with the 2005 Base Realignment and Closure (BRAC) Act, NGA will consolidate operations and relocate people and functions from current locations throughout the National Capital Region (NCR) to a standalone campus, New Campus East located at the Ft. Belvoir Engineering Proving Grounds (EPG) in Springfield, VA by 15 September 2011. NGA is currently located at six BRAC sites in the NCR. The purpose of this acquisition is to obtain services necessary to ensure that missions are ready to deploy from their current NCR locations to the NCE and to subsequently manage and execute those deployments. Successful deployment is defined as the relocation of every NGA mission to the NCE within the established operational mission thresholds. NGA requires contract support to manage the NCE One Team, to construct, develop and manage the NCE integrated master plan and schedule, develop the deployment plan and execute the move of its missions, functions, operations, 8,500 personnel, and the associated material and equipment from its current locations to the New Campus East. The performance requirements of this acquisition requires the contractor to provide all labor, supplies, tools, equipment, personnel, transportation, facilities, security and supervision necessary to accomplish work within a 12-15 month period. Factors outside the control of NGA, such as crisis operations or available road access may either expand or compress the time available to deploy. Therefore, NGA seeks a contractor/contractor team who has experience in moves of this size and complexity. NGA is seeking services to the maximum extent practicable that industry normally accords to commercial customers. These services shall include but not limited to: pre-deployment planning, scheduling, coordinating, process planning, inventory control, services for packing, providing packaging material, crating, pick up, loading, assembling, disassembling, moving, unloading, uncrating, delivering, debris removal and routine cleanup of Government premises. A security clearance at the TS SCI/TK level is required. This acquisition will be conducted using Full and Open competition procedures. The North American Industry Classification System (NAICS) code is 541614 with a size standard of $6.5M. The contract shall be awarded using formal Source Selection Procedures in accordance with FAR Part 15. Award will be on a Best Value basis. Estimated Request for Proposal Issue Date: 4 September 2007. Estimated Proposal Closing Date: 9 October 2007. The directions for proposal submission will be included in Section L, Instructions, Conditions and Notices to Offerors, of the solicitation.
