- Description
- The US General Services Administration - Region 3 has a requirement for the selection of a quality contractor for the Switchgear Replacement at the William J Green Jr. Federal Building, 600 Arch St. Philadelphia, PA 19107. This project is to be awarded as a firm fixed price contract. The work includes but is not limited to the following: replacement of high voltage electrical equipment. The estimated cost of construction is between $1,000,000.00 and $2,000,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value, source selection procedures incorporating tradeoffs between price related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Technical evaluation factors (non-price factors) are considered significantly more important than price. Failure of offerors to submit a technical offer will preclude them from further participation on this acquisition. Award may be made without discussions. The technical evaluation factors for the evaluation process are: Past performance, Management and key personnel qualifications, Technical and organizational approach. The NAICS code applicable to this project is 238210. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. This announcement also constitutes the synopsis of the pre-invitation notice. A pre-proposal conference will be held at the William J Green Jr Federal Building in Philadelphia, PA. The date and time will be posted via modification to this announcement.
