- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Seattle, WA intends to negotiate a sole source contract with the University of Washington to continue developing quantitative scenarios of future climate contitions for the NE Pacific Ocean and interior Columbia River Basin. The period of performance is from date of award through September 30, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. Background and Objective The Center provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region?s marine and anadromous resources. 2.0 Services Required The vendor will incorporate various greenhouse gas emission scenarios and climate model outputs to develop quantitative scenarios of future climate conditions for the NE Pacific Ocean and interior Columbia River basin. These variables will be used as forcing functions in an integrated life-cycle model for Pacific salmon developed at the NWFSC. In general, the vendor will work with Dr. Mark Scheuerell to further refine the spatial and temporal extent of the indices as our model accuracy and precision is improved. 3.0 Deliverables The following shall be provided to Dr. Mark Scheuerell: ? Downscaled future climate scenarios for the NE Pacific Ocean detailing sea surface temperature anomalies in the form of the Pacific Decadal Oscillation and Victoria Ocean Pattern. Initially, these will be for 25, 50, and 100 year time scales. ? Downscaled future climate scenarios for the Snake River basin in central Idaho (within the interior Columbia River basin) in the form of winter snowpack depth and spring streamflow conditions. Initially, these will be for 25, 50, and 100 year time scales. The contractor shall work with Dr. Scheuerell to discuss the detail and format of electronic data and printed reports. 4.0 Point of Contact Dr. Mark Scheuerell will act as the point of contact for the vendor for questions, review and acceptance of submitted work. The point of contact will be responsible for task coordination and acknowledgement of the performance of the contractor. 5.0 Performance 5.1 Place of Performance All work will be completed at the University of Washington Climate Impacts Group in Seattle, WA. 5.2 Period of Performance Products to be delivered within two years of purchase order award date. 5.3 Privacy and Security Confidentiality of all subjects and materials. 5.4 Privacy Act Work on this contract may require that personnel have access to Privacy information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the University of Washington without further notice.
