- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a written solicitation will not be issued. Solicitaton number GDQ070034 is issued as a request for quotation (RFQ) with a open date of August 5, 2007 and close date of August 8, 2007. The solicitation document and incorporated provisions and clauses are those in effect through FAC 05-18. This is a total small business set-aside under NAICS 541611 with a size standard of $6.5M. STATEMENT OF WORK - Grants and Agreements Specialist The incumbent for this position is required to possess knowledge, skills, and abilities to perform any or all of the following functions in support of the mission of the Acquisition Division in accordance with the provisions of the Office of Management and Budget, Department of Interior Agreements Regulations, BLM 1511 Manual and Division Guidebook. * review agreement requests submitted by the requiring activities and confer with the initiator to ensure that all requirements will clearly fulfill the needs of the activity. * review Statements of Programmatic Involvement/Instrument Selection Determination (SPI/ISD) prepare documents for legal review, prepare announcements for grants.gov submission, prepare agreement obligating documents for review and acceptance by Grants Management Officer. In many cases, required terms and conditions, special clauses, and evaluation criteria must be developed by the specialist. * evaluate proposals through oversight of the technical evaluation committee in the analysis of all proposals and documentation. Provide sound business based recommendations for resultant actions to the BLM Grants Management Officer. * maintain liaison with the Office of the Regional Solicitor, conferring as necessary with legal staff on varied problems that arise in agreement preparation and administration. * review prior agreement files for correctness and file backlog of documents. * process backlog of Federal Assistance Awards Data System (FAADS) reports * process payment documents related to assistance agreements. * prepare all agreement closeout documentation. * use the automated systems, such as IDEAS, FFS, FAADS, etc., employed at the BLM under the guidance of the responsible Grants Management Office and the State Procurement Analyst. Knowledge Required by the Position * Detailed knowledge of the federal assistance agreement regulations. * Detailed knowledge of all of the various OBM regulations relative to grants.gov * Knowledge of, and experience in the use of the Interior Department Electronic Acquisition System (IDEAS), Federal Assistance Award Data System (FAADS) and Federal Financial System (FFS). * A high degree of skill in oral and written communications, especially in dealing with sensitive business decision making situations involving the private sector. * Ability to assess situations quickly and to form sound decisions under pressure. Government Furnished Materials * References, guidelines, manuals, handbooks, and examples will be provided by the BLM for all primary documents as well as for any reports that may be required. * Work space and government computer would be provided to the Grants and Agreements Specialist. EVALUATION CRITERIA Award shall be made to that offeror whose quotation is determined to represent the best value to the Government, after considering technical evaluation and price. In making the best value determination, the Government considers the technical evaluation more important than price. There are two areas within the technical evaluation, both of which are considered equal in importance: past performance, and technical experience with sub-criterion being of equal importance within each factor. A. FACTOR 1 - TECHNICAL EXPERIENCE (60 points) 1. Demonstrated detailed knowledge of the Federal and Bureau of Land management grants and agreements regulations. 2. Demonstrated detailed knowledge of all of the various aspects of agreement methods and contract types. 3. Demonstrated Knowledge of, and experience in the use of the Interior Department Electronic Acquisition System (IDEAS), Federal Financial System (FFS), Federal Assistance Awards Data System (FAADS) and grants.gov. 4. Demonstrated high degree of skill in oral and written communications B. FACTOR 2 - REFERENCES/PAST PERFORMANCE (40 points) Each Quoter shall submit three references consisting of present or past customers within the last three years that are capable of verifying your performance in like or similar requirements with other government organizations. The references shall include a brief description of the services, size, geographical span of the requirement and the dollar amount. The references should also contain Internet links and website addresses for examples of previous projects similar to this solicitation. Also, the name and telephone number of the cognizant contracting officer and technical manager for each reference shall be provided. At least two of the references should reflect the specific work of the contractor's proposed project manager and one should reflect the specific work of the deputy project manager (or otherwise termed second in authority on the contractor's staff). C. FACTOR 3 - PRICE FACTOR (not numerically scored) 1. The prices will be evaluated in relation to other offers. 2. Award will be made to the offeror whose price is most advantageous to the government. Hourly rates shall be inclusive of all direct labor, indirect costs, in the performance of the tasks. The following FAR clauses are applicable under this synopsis/solicitation: 52.212-1, 52.212.2, 52.212-3, 52.212-4, 52.212-5.
