Description

This is a combined synopsis/solicitation issued by the U.S. Fish and Wildlife Service, Region 2, Albuquerque, New Mexico for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ), number 201817Q045. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18, Effective June 30, 2007. The NAICS Code is 238990 and small business size standard is $13.0 million average annual gross receipts for the past three years. The Department of Labor Wage Determination that applies to this procurement: TX070048, Highway, Dated 02/09/2007. The full text of the above wage determination may be obtained at www.wdol.gov. The Contractor shall provide all labor, supervision, transportation, equipment, tools, materials, and all other items and services to remove existing fences and install new fences at the Trinity River National Wildlife Refuge. SCOPE OF WORK: Remove all existing fences, clearing, installing 14,000 L.F. of a four (4)-strand barbed wire fence at Cohen/Daniel Tract and installing approximately 10,000 L.F. of a five (5)-strand barbed wire fence at McGuire Tract complete with H-braces, Corner-braces, Water Gaps, and Gates. Refuge boundary fence of two tracts that need to be rebuilt due to extensive hurricane and flood damage of the Refuge. Liberty, Texas is located 48 miles east of Houston, TX and 44 miles west of Beaumont, east Hwy 90. The refuge office is located one mile north of Hwy 90 on Main Street (traffic light at McDonalds) when coming from the south. Coming from the north, the office is about one mile south of Walmart (Hwy 146). It is across the street from King Sudz car wash. SPECIFIC SITE INFORMATION: Contact Stuart Marcus, Refuge Manager, Trinity River National Wildlife Refuge, 936-336-9786. PERIOD OF PERFORMANCE: 30 calendar days after issuance of Notice to Proceed. QUOTES ARE DUE AUGUST 27, 2007, 4:30PM LOCAL TIME. Payment under this contract will be made by electronic funds transfer. Any contractor interested in participating in this acquisition MUST be registered in Central Contractor Registration (CCR) at www.ccr.gov before purchase order is issued. The provision at 52.212-2, Evaluation - Commercial items, applies to this acquisition. All provisions and clauses may also be accessed electronically at http://www.arnet.gov.far. Quotations signed by an official authorized to bind the organization shall be submitted on company letterhead along with response to evaluation factors and are due 08/27/2007 by 4:30 pm local time to Lisa Rodriguez, Contracting Officer, U.S. Fish and Wildlife Service, 500 Gold Avenue SW, Room 5108, Albuquerque, New Mexico 87102.
