- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), is issuing notice of intent to negotiate a sole source procurement with L3 Communications/Datron Technologies. This requirement is for the purchase of a replacement diplexer and filter for the13 Meter Antenna system, maintained by the National Environmental Satellite, Data, and Information Service (NESDIS) Command and Data Acquisition (CDA) Station, Wallops Virginia. L3 Communications/Datron Technologies is the original manufacturer and designer of the diplexer and it?s components. The proposed requirement will provide for the OEM replacement parts for this system, which is pertinent for the Meter Antenna system to function at optimum performance. The Meter Antenna systems and the integrate parts help support Wallops CDA station mission in providing environmental data to world-wide customers and it is imperative that all ground systems supporting the receiving and transmission of this data are fully functional twenty four hours per day, and seven days per week. Interruption of data flow to NOAA Wallops customers could compromise the lives and safety of U.S. citizens. L3 Communication/Datron Technologies is the only known source that possesses the necessary knowledge and skills required to provide the diplexer and components. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 517410. The size standard is $13,500,000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Jun 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by August 08, 2007. This notice of intent is not a request for competitive proposals. A determination to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
