- The Federal Aviation Administration (FAA) is conducting a market survey to identify qualified and capable small businesses possessing the resources and experience necessary to operate a full service cafeteria at the Houston Air Route Traffic Control Center in Houston, Texas. The FAA will provide the existing cafeteria space, and major food preparation and serving equipment required to provide a varied menu of quality food choices. All utilities will also be provided. See the attached basic Scope of Work for additional information. The Contractor shall have exclusive right to establish and operate the cafeteria facilities located at the Houston ARTCC for the purpose of selling foods, non-alcoholic beverages, and such other items as may be authorized. No FAA funds will be expended. The contractor will be compensated solely through food and beverage sales, which will include vending machine proceeds. This is not a request for proposal or Screening Information Request. However, interested sources must respond with written documentation that provides evidence of their capability to perform the services described in the Scope of Work, and qualifications to meet the type requirements described in the attachment. Past performance information for operations of the same type and scope as described in the attachments, must be included in your response to this survey. A brief description of the services provided, location, facility/organization supported, and point(s) of contact for confirmation of past performance must also be provided in your response. The information provided should be clear and accurate, to assist in identifying competition in the market, capability as related to business size, industry practice, and/or best value practices in services within the market. The results of the survey could result in a restricted Solicitation process when the Request for Proposals is issued. Interested parties should respond to this notice not later than August 13, 2007. Responses must include past performance information, and a completed Business Declaration form (see Attachment), and shall not exceed a total of 10 pages.
